While configuring an Always Free Autonomous Database you can now select the version of the database to use. The user interface displays the available versions of the database.  You can select any database version that is dislplayed.  For more information see To create an Always free Autonomous Database in Creating an Autonomous Database on Shared Exadata Infrastructure.
