The Region list is shows paired regions when you add a remote disaster recovery peer or when you create a clone in a different region. The Region list only shows paired regions. That is, if your tenancy is not subscribed to region that is paired to the source region, then the region is not displayed. To subscribe to a region, see Managing Regions.

If you do not see a region that you are subscribed to in the Region list, open a support ticket to request that the region be added as a paired region for your source region. See Get Help, Search Forums, and Contact Support for more information.
